Parliament resolved that a law be enacted to adequately and specifically criminalise and make raiding a very expensive venture. Hon Lagen David While Speaking to the Locals, he said through the mandatory of Parliament, Uganda Peoples’ Defence Force (UPDF) has made robust deployments by enhancing troop levels in each district of the Karamoja sub-region to curb cattle rustling. Parliament also resolved that government to provide free compulsory primary and secondary education to Karamoja for 10 years, as a mindset change strategy against the culture of cattle rustling.    Agago County Member of Parliament Hon Lagen David Atuka who delivered Shs 2Million at St Mary's Hospital Lacor that he lobbied from the Office of the Prime  minister says that Catttle Rustler's are attacking the community , looting Animals, foodstuffs , killing and injuring people especially The people of Agago and other neighboring districts of the region. We demand the government to recruit more local defence Units LDU to beef up on the available UPDF deployed on the boarder line of Agago so that the Cattle Rustling can be put to an end.

Hon Lagen Impacts a message of encouragement to the pupils of Lalal primary school in Adilang town council

 Hon lagen David while meeting the school going children of lalal primary school, he impacted the young future generation with his life story, citing series of challenges the rural school going children often face. Limited access to quality education due to resource restraints, issues of improper infrastructure such as classrooms and libraries, social economical barriers such as financial resources, majority of parents practice agriculture for raising children and sustaining home needs restricting Priorities that would boost the Education patterns . It creates shortages on access of school dues like uniforms, academic materials etc.Hon put across that some children first attend to garden work at home in an attempt to meet family essentials which at times interferes with regular school attendance.
