AGAGO COUNTY HON DAVID LAGEN RAISED A RED FLAG OVER INEQUITABLE DISTRIBUTION OF STUDENTS LOAN SCHEME
Agago county legislator’ Hon Lagen David raised a red flag over what they call inequitable distribution of the students loan scheme beneficiaries across the country. Scrutinizing the list of the beneficiaries since the scheme started in 2014. The member of parliament wondered why Districts that are not ranked poorly in the poverty indexes by the Uganda Bureau Of statistics (UBOS) have got the highest number of beneficiaries.
Over the years, there has been growing concern over the
funding for Uganda's higher education sector, with experts asking the
government to consider offering loans, rather than sponsoring or bursaries to
students.
He asked for the beneficiaries list to know exactly which
districts have benefited the most from this program that they say is meant
for poor students. However, when he glanced at the list, he saw the highest
numbers went to districts like Bushenyi Busia, Tororo, mbarara, Ntungamo and
Rukungiri in the previous years. Are this the poorest districts in Uganda for
them to have more students benefiting from the loan scheme? Lagen asked’. It is my humble appeal for the government to consider the districts that were ranked by UBOS being the poorest across the country to emerge with highest number of students from this year onwards.
